Données et éthique


Dans cette conversation (High Tech Heroes, Heinz von Foerster and Cybernetics), Heinz Von Foerster évoquait, entre autres choses, les notions de Cybernétique, d'Autopoïèse [Francisco Varela, Humberto Maturana] et il venait illustrer, sans détour, des dimensions fondamentales pour la compréhension de certains processus en cours.

La différence entre data et mémoire c'est le vivant nous explique H. Von Foerster. Si vous accédiez aux informations stockées dans votre cerveau, elles ne vous diraient pratiquement rien. Ce qui est important c'est la totalité du système en interactions permanentes. Pour résumer à 20min26 :

MAJ du 2 avril 2019 puis 2 mai 2019: Il me semble que la vision que développe ici H. Von Foerster est très proche de  la cognition quantique avec sa "membrane élastique" telle que la définissent les chercheurs Diederik Aerts et Massimiliano Sassoli De Bianchi (cités par par Olivier Auber dans son ouvrage Anoptikon p.118 - 119). En effet, comme ils le suggèrent dans "UNIVERSAL MEASUREMENTS - HOW TO FREE THREE BIRDS IN ONE MOVE" (éditions World Scientific - 2017) p 109 : "every person subjected to a specific interrogative context will create a different state of equilibrium, determined by the uniqueness of her/his mindset, i.e., the specificity of the "conceptual network" that forms her/his memory structure. This means that each person will have a very personal way of choosing an answer, different from that of any other person."

A partir de là, il me semble légitime de s'interroger sur la pertinence d'un graphe de préférences, réalisé en contexte de silos afin de profiler les usagers de certains services en ligne. MAJ du 14 mai 2013 : Big Data : nouvelle étape de l’informatisation du monde

Enfin et mieux vaut tard que jamais, serais-je tentée d'ajouter !

Mais la vraie question justement ne serait-elle pas : pourquoi a-t-il fallu autant de temps au conseil d’État pour prendre position sur un sujet aussi crucial pour la démocratie ?

Il m'arrive de penser que pour certains innovateurs (pas tous...loin de là), l'innovation revêt les traits  du passe-droit idéal pour légitimer les pires atteintes à la dignité humaine.
Mais quels systèmes et designs peuvent-ils donc conduire à ce résultat désastreux ?

En attendant que des réponses à ces questions se dessinent, beaucoup se seront bien amusés de la détresse calculée et auront récolté, sur cette base, des tonnes de graphes...L'amertume se décline à la hauteur de l'hypocrisie et du cynisme ambiants. We will design AI systems that provide appropriate opportunities for feedback, relevant explanations, and appeal. Our AI technologies will be subject to appropriate human direction and control.

5. Incorporate privacy design principles.

We will incorporate our privacy principles in the development and use of our AI technologies. We will give opportunity for notice and consent, encourage architectures with privacy safeguards, and provide appropriate transparency and control over the use of data.

6. Uphold high standards of scientific excellence.

Technological innovation is rooted in the scientific method and a commitment to open inquiry, intellectual rigor, integrity, and collaboration. AI tools have the potential to unlock new realms of scientific research and knowledge in critical domains like biology, chemistry, medicine, and environmental sciences. We aspire to high standards of scientific excellence as we work to progress AI development.

We will work with a range of stakeholders to promote thoughtful leadership in this area, drawing on scientifically rigorous and multidisciplinary approaches. And we will responsibly share AI knowledge by publishing educational materials, best practices, and research that enable more people to develop useful AI applications.

7. Be made available for uses that accord with these principles. 

Many technologies have multiple uses. We will work to limit potentially harmful or abusive applications. As we develop and deploy AI technologies, we will evaluate likely uses in light of the following factors:
  • Primary purpose and use: the primary purpose and likely use of a technology and application, including how closely the solution is related to or adaptable to a harmful use 
  • Nature and uniqueness: whether we are making available technology that is unique or more generally available 
  • Scale: whether the use of this technology will have significant impact 
  • Nature of Google’s involvement: whether we are providing general-purpose tools, integrating tools for customers, or developing custom solutions
AI applications we will not pursue

In addition to the above objectives, we will not design or deploy AI in the following application areas:

  1. Technologies that cause or are likely to cause overall harm. Where there is a material risk of harm, we will proceed only where we believe that the benefits substantially outweigh the risks, and will incorporate appropriate safety constraints. 
  2. Weapons or other technologies whose principal purpose or implementation is to cause or directly facilitate injury to people. 
  3. Technologies that gather or use information for surveillance violating internationally accepted norms. 
  4. Technologies whose purpose contravenes widely accepted principles of international law and human rights."
MAJ du 25 novembre 2019 : Tim Berners-Lee propose un contrat pour le web en 9 grands principes.

"The Web was designed to bring people together and make knowledge freely available. It has changed the world for good and improved the lives of billions. Yet, many people are still unable to access its benefits and, for others, the Web comes with too many unacceptable costs.
Everyone has a role to play in safeguarding the future of the Web. The Contract for the Web was created by representatives from over 80 organizations, representing governments, companies and civil society, and sets out commitments to guide digital policy agendas. To achieve the Contract’s goals, governments, companies, civil society and individuals must commit to sustained policy development, advocacy, and implementation of the Contract text."
Ces principes concernent à la fois les gouvernements, les entreprises et les citoyens :

Les principes de ce contrat impliquent aussi que le design d'internet c'est à dire l'infrastruture technologique du web les rende possibles, efficients et légitimes. Autrement dit, tous les niveaux du système sont à prendre en compte et à articuler.
